SF2471: Lifetime Fur Harvester License Fee

Sets a fixed fee of $5, plus any processing fee, for lifetime fur harvester licenses issued to qualified disabled veterans, replacing the prior system where fees were established by rule. The Department of Natural Resources must refund any Iowa resident disabled veteran who paid more than $7 in total fees for such a license.
