SF2189: Nonresident Vehicle Registration

Description

Allows nonresidents who own real property in Iowa and use their vehicles primarily at that property to provide alternative information when applying for vehicle registration and a certificate of title. Instead of the primary user's Iowa-specific information, these nonresidents may provide a driver's license or identification card from another state and must supply reasonable proof of property ownership in Iowa. Effective 7/1/2026.

Key Points & Impact:

  • Creates an exception for nonresident vehicle owners who own Iowa real property and use vehicles primarily at that property.

  • Allows these nonresidents to submit an out-of-state driver's license or identification card number instead of Iowa-issued identification or primary user information.

  • Requires reasonable proof of Iowa property ownership to be included with the application, as determined by the Department of Transportation (DOT).

  • DOT is mandated to adopt rules specifying acceptable proof of property ownership.

  • Removes the requirement for Iowa-specific identification for these nonresident applicants in certain circumstances.

  • Preserves confidentiality by not printing the primary user’s name and address on the registration receipt or certificate of title.

Signed by Governor June 1, 2026. Takes effect July 1, 2026.
