HF2296: Resident Identification Cards

Description

Prohibits local governments from issuing county- or city-specific identification cards to residents. Exceptions are made for counties authorized to issue state-regulated IDs (driver’s licenses, nonoperator IDs, and disability identification devices), and for the issuance of identification to county or city employees and elected officials in relation to their job duties.

Key Points & Impact:

  • Counties are prohibited from issuing county-specific identification cards to residents except as explicitly allowed.

  • Counties authorized under chapter 321M may still issue driver’s licenses, nonoperator’s identification cards, and persons with disabilities identification devices.

  • Counties may issue identification cards to their employees or elected officials for job-related purposes.

  • Cities are prohibited from issuing city-specific identification cards to residents except as explicitly allowed.

  • Cities are permitted to issue identification cards to their employees or elected officials for job-related purposes.

  • Bill targets the elimination of locally issued resident IDs, with the intent to standardize identification issuance statewide.

  • No changes are made to the processes for issuing state-regulated forms of identification or employee/elected official IDs.

  • The bill does not impact the issuance of identification for employment or official government duties.

Signed by Governor on April 16. Takes effect July 1, 2026.
