HF864: Online Obscene Materials
Description
Establishes civil penalties for internet sites with a significant amount of obscene material for allowing access by minors. Enacts age-verification provisions for these internet sites. Includes requirements for age-verification methods. Includes privacy protections and limits on retaining data. Makes definitions and establishes exceptions. Gives immunity to internet service providers. Gives the Attorney General enforcement duties and establishes civil penalties ($1,000 per violation, up to $10,000 per day). Effective 7/1/2026.
