SF2318: Nonresident Deer Hunting Licenses

Description

Changes existing law for nonresident deer hunting licenses. Previously, all nonresidents purchasing an antlered or any sex deer hunting license were required to also purchase an antlerless deer only license at the same time. The amendment allows for exceptions if the zone in which the license is being purchased is designated by the commission as not requiring the antlerless license purchase. This introduces flexibility based on zone-specific commission decisions. Effective 7/1/2026.

Key Points & Impacts

  • Removes the blanket requirement that all nonresidents purchasing an antlered or any sex deer hunting license must also purchase an antlerless deer only license.

  • Adds an exemption: Nonresidents are not required to purchase an antlerless deer only license if the commission designates the zone as not requiring it.

  • Grants the commission authority to specify zones where the antlerless license requirement is waived.

  • Retains the requirement in zones not designated for exemption by the commission.

  • Change is made pursuant to rules adopted under section 483A.1.

  • May impact nonresident hunter participation and license sales based on zone-specific commission decisions.

  • Enhances flexibility for wildlife management by allowing zone-based regulations.

  • No changes made to resident license requirements.
