Formally establishes the midwest interstate passenger rail compact.

Increases the threshold amount for the purchase of a water, sewer, or storm water utilities by a public utility.

Makes changes to public utility services, including energy production, alternate energy, public utility affiliates, and cable and video service.

Prohibits local governments from adopting or enforcing certain ordinances or building codes related to residential building exteriors.

 

Increases the Workforce Housing Tax Credit to $50 million (from $35M), and increases the small cities allocation to $25 million (from $17.5 M).

Allows a common interest community adjacent to a public lake to use private buoys and other safety-related installations to communicate policies regarding vessel operation.

Sets work search requirements for individuals claiming unemployment benefits.

Increases penalties for violations of open meetings laws.

Makes changes to electric power generation, energy storage, and transmission facility pricing.

Creates a Work Without Worry Program that allows individuals with disabilities to buy-into the Medicaid program for insurance and creating a "Right to Repair" by eliminating the Medicaid requirement to get a prescription prior to being able to repair complex technology equipment.

Creates a grocer reinvestment fund.

Directs the legislature to establish the state percent of growth and categorical state percent of growth for the budget year beginning July 1, 2024, during the 2024 session.

Creates the railroad reconstruction or replacement tax credit.

Allocates funds to the Certified Site Program

Removes the annual cap on the amount of Real Estate Transfer Tax funds that can be transferred to the Housing Trust Fund.

Excludes non-qualified deferred compensation plan income from individual income tax.

Allows collections relating to buildings or improvements with a value of $5,000 or more, erected or made by a person on land owned by another person to include principal and interest due.

Changes property tax assessment limitations for commercial child care facilities.  

Makes a person conducting agriscience research eligible for the research activities tax credit.

Directs EDA to begin accepting Iowa rural development tax credit program applications beginning Jan. 7, 2025.

Makes changes to organization, structure, and functions of state and local governments.

Appropriates $213.6 million from gambling revenues (Rebuild Iowa Infrastructure Fund, or RIIF) to various infrastructure projects in fiscal year 2025 (July 1, 2024-June 30, 2025).  

Proposes a constitutional amendment to set a flat rate for individual income taxes and to require two-thirds approval of both legislative chambers for increasing tax rates.

Makes numerous changes to state government powers, duties, and responsibilities related to budget, financial control, and information technology.

Exempts certain cities from public hearings for proposed property taxes.

Prohibits cities/counties from administering storm water regulation that exceeds or conflicts with federal/state regulations.

Prohibits government entities from treating religious conduct more restrictively than secular conduct.

Total general fund increase of $1,029,518 (3.3%) and total increase in funding from the fish & game fund of $1,354,756 (2.8%).
