Changes the eligibility for the mental health practitioner loan repayment program.

Requires a person registering to vote on election day or casting an in-person absentee ballot to cast a provisional ballot.

Creates the advanced dyslexia specialist endorsement grant program.

Directs HHS to amend their state Medicaid plan to eliminate the lifetime caps on home and vehicle modifications currently in place for the intellectual disabilities HCBS waiver, and replace it with an annual cap that is the same as the brain injury (BI) waiver.

Allows an employee to bring a civil claim against an employer for a COVID-19 vaccine-related injury, illness, or other adverse effect. 

Provides for an annual automatic increase in the reimbursement rates for Medicaid providers.

Prohibits Medicaid from reimbursing for catheters made with DEHP.

Provides a sales tax exemption for adaptive driving equipment used by a veteran.

Includes all-inclusive care services for the elderly, home health, hospice, targeted case management, and money follows the person services in Medicaid HCBS waiver services.

Prohibits health insurance policies from including provisions that are unjust, unfair, inequitable, misleading or otherwise contrary to public policy.

Makes several provisions related to election administration.

Establishes a working group to study the need for additional diversity and cultural competency training for teachers beyond the current mandated instruction.

Requires health insurers to cap the amount an individual must pay for insulin.
